Is 20Bet legal in Greece?
Short answer: we did not find 20Bet in the Hellenic Gaming Commission lists of licensed operators. The licences it holds cover other jurisdictions.
What Greek law says
Law 4002/2011, as amended by Law 4635/2019, allows online betting and casino games in Greece only from operators licensed by the Hellenic Gaming Commission (HGC, in Greek ΕΕΕΠ). A licence from another country does not replace it.

The HGC blacklist
Since 2013 the HGC has kept a list of unlicensed providers. Internet providers must cut access to listed websites. In October 2026 the HGC homepage reported 14,444 entries.
We could not confirm whether specific 20Bet domains are on the list. The reliable check is the "Website Legality Check" tool on the HGC website.
What a player risks
- No recourse in Greece. The HGC does not handle disputes with operators it does not supervise.
- Blocked access and payments. Blacklisted websites are blocked, and payments to them may be declined.
- Terms that favour the operator. Seven clauses could be used to refuse a payout.
- National self-exclusion tools. They do not apply outside the Greek framework.
- Legal consequences. Greek law provides penalties for unlicensed gambling. Consult a lawyer about your own case.

- Open the HGC website at hgc.gov.gr.
- Find the register of licensed operators or the website legality check tool.
- Type the exact domain as it appears in your address bar.
- If it does not come up as licensed, the website has no licence in Greece.
What a legal website looks like
- It states its HGC licence number and the company that holds it.
- It accepts players from age 21 and verifies identity.
- It shows the 1114 helpline and limit-setting tools.
- It withholds tax on winnings before paying out.
Is a VPN a solution?
No. A VPN gives the operator no licence and the player no protection. Operators' terms usually forbid hiding your country, and an account that is detected can be closed along with its balance. We publish no circumvention instructions.
What applies to anyone promoting operators
Advertising gambling without a Greek licence is prohibited. Websites that work with licensed operators state their own affiliate suitability licence from the HGC.
Which company is the operator
Sources do not agree on the name. Casino Guru and public reports link 20Bet to TechSolutions Group N.V. AskGamblers names Lumora Digital Ltd as the operator and lists only two licences, Curaçao and Kahnawake. Which company is your counterparty is stated in the operator's terms at the moment you register. Keep a copy.
